Natick, MA (June 12, 2025) – International Cybernetics Company (ICC), an infrastructure management firm joins Clarion Capital Partners.

The partnership positions ICC to continue building on the company’s service offerings that already have made it a leader in technology-enabled infrastructure management in the U.S. and Canada. The firm provides roadway pavement condition surveys and structural testing services, equipped with proprietary software, that are integral to state and local governments’ cost-effective safety maintenance and management of their road and sidewalk networks.

Clarion partnered with Mustafa Temiz, a former executive with SGS and Intertek, to build a TICC services platform through an acquisition strategy focused on servicing the full value chain of modern mobility infrastructure. The platform seeks to provide mission-critical field testing, inspection, and consulting engineering services to the surface transportation and electrical infrastructure markets. Clarion views ICC as a cornerstone of the broader TICC platform.

Michael Nieminen will continue serving as ICC’s CEO. With his two decades of engineering expertise and leadership, Nieminen united a team dedicated to revolutionizing road data collection and analysis with the 2022 partnership with Infrastructure Management Services (“IMS”).

ICC’s services are helping extend the life of an American road system that is under significant strain. The nation’s roads received a D+ grade in 2025 survey by the American Society of Civil Engineers, with over 39 percent of major roads in poor or mediocre condition.

ICC was represented in the transaction by Morrissey Goodale as its financial advisor, and Frederikson, Byron P.A. as legal counsel. Brownstein Hyatt Farber Schreck, LLP represented Clarion while Stellus Capital Management provided financing for the deal.
